Kotwal Dhan Singh Gurjar was SHO of Sadar Meerut Kotwali. He was organiser of first freedom struggle which began on 10th May 1857. He led local villagers against Firangis. Later he was gunned down by East India Company soldiers. This memorial has been erected in his honour. Open 24×7.

Kotwal Dhan Singh Memorial is dedicated to the Jannayak Veer Sacrificial Kotwal Dhan Singh ji of 1987 and all the freedom fighters who attained martyrdom at that time. This memorial is built in the revolutionary village Panchli Khurd, the birth place of brave martyr Kotwal Dhan Singh ji. In 1857 this village was also burnt and it was declared a rebel. Veer Sacrificial Kotwal Dhan Singh ji was the Kotwal of that time of Meerut district. But he had blown the bugle of independence against the British. The people of the village and surrounding villages gather here on 10th May to remember all the freedom fighters who gave their supreme sacrifice for the country at that time.
