The Panchayati Raj institutions consists of a three-tier system at district, block and village level. Zilla Parishad or District Council stands at the apex of the three-tier structure of the Panchayati Raj system located at district level. This is Balasore District Council Office.
The chairmen of all the Panchayat Samitis under the district are the ex-officio member of Zilla Parishad. The Parishad is headed by a president and a vice-president.
