Shiv mandir is beautifuly surrounded by nature.Mostly it is not recommmend to visit gangtok in the month of July but I visited shiv mandir on 17th July. Weather was cold but there's was no snow fall or landslide.Still you need warm clothes which you can easily rent from local shops nearby. Whole area was covered with clouds and looks like heaven.
There's a place where you can pray and sit for a while which is under the Indian army. From that mandir you have to walk around 10-15 mins to visit the shiv Ji's statue or shivling. Old people or people with low stamina should avoid visiting the shivling as it is at height and needs a lot of stamina but still the Mandir is Worth visiting. You can also find canteen and washroom.
There is a story about this place which is realted to a army person. And there is a waterfall just near the shivling. This place with clouds...waterfall...and mountain is just more than perfect.
