The temple is situated on Jagamunda hillock surrounded by many other temples like Mallikeswar, Pudugeswar, Gayatri, Sai etc. The place is worth watching and an identified tourist centre of Rayagada district.

A hillock adjoins the village to its northern side to enhance the scenic beauty of the place. A 7th century inscription found here, in the Nilakantheswar Temple (a religious place) i.e. the shrine of Lord Manikeswar Shiva), indicates that the Jagamanda hill, located close by, once housed the monastery of the famous Buddhist logician-philosopher Dharmakirti.

Padmapur, also called Padampur in historic texts, is an ancient Jagamanda hill site of Buddhist and Hindu monasteries and temples. This is one of five historic Shiva temples in and near Padmapur village. This is a simple, small temple but one that nicely illustrates 8th to 10th century smaller square plan Hindu architecture of Odisha. The shikara on top integrates the Chalukyan design. All inscriptions and artwork found in and near this temple are Hindu.
