Reliance petrol pump gas tank top right corner from your help

I went there on 10th Sept 2020 while on way to indore. Asked for petrol for ₹2000/-. during filling they pressed that lever twice. When I asked about this that person said it will fill faster now. I had doubt in my mind so I started observing closely. Asked for bill after they done. But they continued filling an empty container kept there. Meter started from where it was left after filling in my car till it reached 25L mark. I asked for bill again. They said it is not possible due to technical issue. I decided to use washroom so I parked my car on one side of the compound. While going towards washroom (not that clean), I saw one of them was pouring that petrol of the same container through an opening in underground storage.
I wanted to confront and a clarification but didn't find anyone responsible present there. I continued my travel as I was in urgency. Now, I don't have bill to file a proper query/complaint. So be careful. I found their activity suspicious.
