ATC stand's for AIR TRAFFIC CONTROL and it is not a public place. highly guarded place by CISF, only official airport authority personnel are allowed.

ATC, the Air traffic controller called as the ground cockpit. It was a totally new experience for me to visit the ATC. All the machine there works on satelite based communication system. Normal person is not allowed inside the ATC tower. You are required to get special pass to enter the ATC tower. The people working in the ATC are very helpful. They explained everything in a very nice way.

Very good and it is main international airport in Tripura, name after last king of Twiprasa, Maharaja Bir Bikram Manikya Bahadur
