I don't know what the purpose of chairs inside the bank. They are not allowing the customers to sit in front of them(particularly the worker who is in the first seat) rather they are telling people to wait outside the bank. Is this procedure is to avoid the crowd or to show off that they are doing their work fastly. Provide more chairs to sit because lots of people are unable to stand for long time. Mainly the money you are giving is not your own asset.
